- Submit an application through the SABER platform and enter the shipment details.
- Submit a PCoC certificate related to the products included in the shipment.
- Conduct inspection and auditing by authorized entities.
- Issuance of an SCoC certificate to allow customs clearance of the products.
Products subject to and exempt from Saudi technical regulations
Not all products need to be registered in the SABER system. Products are classified into regulated and non-regulated categories:

- Chemicals and detergents
- Automotive spare parts
- Textiles and clothing
- Packaging materials
